A fantastic opportunity to join Transport for Wales (TfW) as a leader for one of our most high-profile engineering projects.
As the Highways Contracts Director you'll lead all aspects of the delivery of the A465 Dualling - Dowlais to Hirwaun through the end of the Competitive Dialogue procurement process to deliver a technical and commercial proposition which is affordable, deliverable and value for money and meets Welsh Government’s requirements including key policies such as the Wellbeing and Future Generations Act. This Is also an opportunity to work on the Welsh Governments Innovative Mutual Investment Model.
You’ll manage and direct Welsh Government’s Legal, Financial, Insurance and Technical Advisers and internal WG teams through co-ordination and scheduling of work-streams, to meet key programme dates and ensure the Employer’s requirements are met.
You'll establish procurement best-practice by liaising with WG Legal Services, Welsh Treasury and procurement divisions to ensure that the procurement complies with procurement policy, financial risk transfer requirements and other legal requirements.
You'll also lead the risk and issue management for the project through input into the live risk register, co-ordination of mitigation strategies to ensure that the interests of the Welsh Ministers, and Welsh Government as the Highway Authority for trunk roads and motorways of Wales are safeguarded.
Who we’re looking for
We’re looking for an experienced commercial professional with demonstrable experience with large, complex infrastructure projects and contract management to be a leader for one of our major and most high-value projects.
You’ll need to have:
o A relevant professional qualification in either engineering, construction or procurement. (e.g. chartered, degree or masters) or equivalent experience.
o A detailed understanding of the process involved in the development and delivery of large infrastructure schemes especially in the context of public sector.
o Senior level experience of delivering a programme of £multi-million highways and/or transport related infrastructure projects.
o A detailed knowledge of controlling Public-Private Partnership (PPP) form of contract.
It would be beneficial if you also had:
o Delivery of large infrastructure schemes in the context of working on behalf of Welsh Ministers.
o Knowledge of the Mutual Investment Model (MIM) form of contract.
